The specifications are usually quite complete and can be complemented by the delocalized team.

The outsourced team must be mostly permanent, with some capability to adapt the utilization of resources to your needs. Frequent visits are often required.
The risks are limited because you control the team. You manage the resources to reach the goal you defined. The risk lies in the communications means and in the quality of the leaders you hire offshore.
The contract should be a partnership contract. Fixed fee contracts do not fit the requirements for such contracts. The success of the project is ensured by efficient personnel management at the offshore site and a methodology with a clear communication of the progress of the development. The offshore team must be responsible for the success of the tasks attributed to them.
